2009年一月份,一美國客戶我,在我廠采購紐扣徽章,總共購10000個,運費方面,客戶始跟我問了這邊的運費,我把快遞還有空運的價格都告訴客戶了,后來客戶說運費挺高的(這個時候我就應(yīng)該提高警惕的,這邊的運費還是的價格,到付的話跟定很貴),決定給我UPS到付賬號,給我的帳號,是第三方到付賬號,我在UPS公司查了一下,這個帳號可以用的。我想,既然UPS公司都說了賬號沒有問題,那肯定是可以用的了,那我就放心了,一月16號貨好了,就給客戶發(fā)過去,可是等到客戶到貨物后,沒有及時把運費給付了,UPS公司幾次,客戶都不安排付款,UPS公司告訴我客戶沒有付運費,叫我客戶,不行的話就由我廠來承擔(dān)運費,我很著急,就發(fā)郵件給客戶,經(jīng)常是很多郵件發(fā)出去到一個回答,第一次是這樣回答的:
兩個人跟我的,第一次問運費時候,是這樣回復(fù)的:
Suline,
All is well. Sorry to hear about this inconvenience. We will contact the UPS a/c holder right away to make sure payment was made.

當(dāng)時到客戶這樣的回答,我很心,感覺客戶是不會騙我的,一定會付運費的。可是,過了十幾天后,UPS中國又告訴我,客戶還沒有安排付款,我一聽,怎么回事啊,趕緊發(fā)郵件給客戶,這次客戶的回復(fù)更慢了,內(nèi)容如下:
Greetings Suline, Jessica has been ill for some time now. As a result she is unable to respond to you. Furthermore, we he contacted the UPS account holder, to which he informed us that he is in the process of addressing this most important matter. I agree payment should not take so long. However he told us he will take care of it ASAP.

He was responsible for the shipping. The UPS in the states said it was paid. I've tried contacting him several times but his email is no longer in use. I'm not sure how else I can help. Thank you.

If proof of payment in writing is all that is required, we will do our best to provide that for you. Trust, it has been a challange for us aswell. We won't stop until this matter is resolved.

UPS中國這邊告訴我,美國UPS是從他們那里扣除運費,客戶以為是賬戶持有人付款了,UPS中國跟我解釋錢是她們付的,要我客戶跟客戶說這筆錢不是UPS賬戶持有者付的,要客戶和UPS美國那邊說,主動把錢付了,要UPS美國把錢退給UPS中國。
這個我感覺和客戶說了,肯定沒戲,客戶肯定不會付的了,果然,當(dāng)我按照UPS中國的說法后,客戶就沒有回我。
現(xiàn)在UPS公司要我們工廠付這筆運費,我不知道該怎么,哎。
由這件事上,我學(xué)到了一些,同時還有一些疑問:
1:UPS到付件,一定不要走,尤其是美國UPS到付,十有八九會拒付的,這個我在網(wǎng)上看了不少的案例。
2:UPS有一條霸王條款:或?qū)τ诩耍ㄈ绻羌烁顿M)第三方(如果是第三方付費)到期應(yīng)付而未付的所有運費或其他費用,托運人應(yīng)當(dāng)根據(jù)UPS的要求支付。這個我是不知道的,因為剛外貿(mào)不久,UPS要我簽訂這個合約的時候,我都不知道里面的內(nèi)容。就連UPS到付單子,也是UPS教我填寫的。大家走到付的時候,快遞公司要你簽訂合約的時候,一定要注意,或者可以特殊約定:可以特別約定如對方不付不得要求貴公司支付該筆費用.或者要求UPS沒有到貨款時不要放貨。
3:每次我問UPS為什么沒有到貨款就放貨,UPS都會告訴我那是月結(jié)客戶,既然是月結(jié)客戶,那么應(yīng)該有業(yè)務(wù)往來的,信譽方面應(yīng)該沒有問題的,為什么還會出現(xiàn)拒付的情況?出現(xiàn)了拒付情況,為什么不找月結(jié)客戶,而是找廠家?還有例如是3個月月結(jié)客戶,本來客戶可以在第一個月付費的,可是UPS遲遲不告訴客戶有這筆款需要支付,然后拖到第三個月客戶倒閉了,破產(chǎn)了,UPS要不到運費了,這種情況也要由廠家來支付嗎?不是對廠家很不公平嗎?這個是不是應(yīng)該算是UPS和月結(jié)客戶之間的長期信貸關(guān)系呢?
4:我在論壇網(wǎng)站上看到好多UPS美國到付拒付的情況,不知道為什么美國那邊的信譽這么差,或者說是美國那邊的客戶和美國UPS勾結(jié)的?那邊客戶一不付款,美國UPS立即找中國UPS付款,或者說從中國UPS賬戶扣除運費?
5:UPS到付運費很高,是月結(jié)客戶付的話還是可以少一些的,可是要拒付的話,由中國廠家付的話,運費高出2-3倍,這樣高額的運費,中國廠家為什么一定要承擔(dān)呢?
6:有點頭大,以后想好了再補上吧。。。。。。。
